Is it generally safe to run a motherboard on the foam pad that it comes
with?

Your better off running it on the cardboard box. If the foam is anti-static,
it will be conductive.

but the open cell black is more often. A decent
multimeter should be able to test it.


I tested the black one right now; not conductive; ordinary black foam
piece from MoBo package box ...
